Baltimore County Police are looking for Xavier Higgins, 25, who is wanted on a warrant for violation of probation with Maryland’s State Sex Offender Registry for a rape-related offense. Higgins is described as a black male, 5’8” tall, 170 pounds, with black hair and brown eyes. He has tattoos on both arms (“Thugged Out” and a picture of a girl). His last known address is in the 11200-block of Red Lion Road, 21162. He may frequent eastern Baltimore County and southern Harford County.
